I also noticed that the 'limit resolution' setting when set to 'display' still captures 1080p even when connected to a 4k display. The steam link app works fine on my phone, and any other device I have - just not the TV. Seeing aplications like trinus vr or riftcat, i think than Valve could add a VR mode to the android app than works in the same way and use SteamVR. for whatever reason, the current incarnation of the steam link app has abysmal performance at 4k.
